THE LOCAL COMMITTEE TO FIGHT CORRUPTION

MISSIONS   :
It is responsible for fighting corruption and scams in all forms so the protests are   :
  • Misappropriation of equipment or exit for private purposes
  • Bribery
  • Extortion of funds to patients for supposedly free services
  • Establishment of false medical certificates
  • Refusal to administer care to patients who refuse bribery
  • Parallel sale of medicines
  • Illicit sale of expired or unauthorized products
  • User ransom
  • Sexual harassment
  • Scale of medical and medical procedures kept secret 
OBJECTIVES   :
Who are those in the national strategy to fight against corruption in hospitals?   :
Improving practices in the health system of Cameroon in the management, delivery of public service there introduisan t the rules of transparency and respect u integrity.
 
ACTIONS TO BE TAKEN
They will follow the 5 following strategic axes   : (National Strategy)

Strategic axis 1:
Reduce corruption opportunities at Akonolinga District Hospital (Prevention)

Strategic axis 2:
  • To equip the staff and the users in order to favor behaviors probes (Education)
  • To sensitize the actors on the misdeeds of the corruption,
  • Designing Modules for Integrity Education for Akonolinga District Hospital
  • Educate the sick on the circuit of treatment and medication
  • Encourage users to respect the measures anti-corruption adopted at Akonolinga District Hospital
  • Educate health staff the need to change behaviors

Strategic axis 3:
Provide Akonolinga District Hospital appropriate means to accompany the fight against corruption (Conditions)
-           Present status s s synthesis of revenues to staff each month end
-           Present the calculation methods of these shares
-           Give before the 4th and 5th of the month the quoted shares
-           Objectively motivate the deserving staff 10 - 110 -

Strategic axis 4:
ü        Designing an appropriate system of valuation of positive staff (Incentive)
ü        Establish incentive award committees
ü        Reward measures of positive actors in the applied sector
ü        Clarify and disseminate the modalities of granting incentives (transparency)
ü        Award Honors
Send congratulatory letters and grant special bonuses
-           Best nurse of the quarter, of the year
-           Best service of the quarter, of the year
Publish and disseminate the identity of the best staff in the designated area

Strategic axis 5:
Identify mechanisms of repression of unscrupulous staff to reduce impunity (Sanctions)
Systematically apply the sanctions provided for in the rules of procedure
R A contribution with the penalties provided by law is available

Ensuring the protection of whistleblowers
Whistleblower protection mechanisms put in place and made functional
Ensure the application of the disqualifications provided for by the internal regulations
Develop a mechanism to denounce corruption
Guarantee the confidentiality of the administrative correspondence relating to the denunciations of acts of corruption.

FREQUENCY OF MEETINGS
- Whenever a complaint or a case of corruption is declared. The commission has 72 working hours for notice.
-  Once a month regular meeting, to evaluate the state of implementation of the strategies and to propose corrective actions if possible or if necessary.
-  After the veracity of the facts (positive or negative) concerning a staff, a copy of their report is sent to the management for action. (Sanction or inducement) in accordance with the internal regulations of Hospital District of Akonolinga.
